I think he's talking about the numbers of people killed. Like white on white crime could make up 81% of 1000 homicides of white people and black on black crime could make up 89% of 5000 homicides of black people. The percentages of intra-racial violence are comparable, but the actual number of homicides differs substantially.

Anyway, I don't have numbers for it, but I'd guess that the link between crime and socio-economic status is a lot stronger than the link between crime and race, and it only looks like race is a worthwhile indicator because race itself is correlated with socio-economic status.
