those are called wicks, it’s just combining dreadlocks together…it is common in florida but it has been around forever

traditionally it would take years if not decades for your hair to get that tangled, which is why marleys hair is so long
what the florida guys do is combine it much earlier before the hair is heavy(old) enough to fall on its own, that’s why it sticks out all over the place
