He knows he has no actual evidence of election/voter fraud. So since his ppl couldn't watch the votes be counted that makes em illegal.
$100 says he came up with the plan after watching the cable networks re act to his speech. They all basically said "ok mr president. You are alleging massive voter fraud in our presidential election. That is a very serious claim. We should ALL want to get to the bottom of that. Jus show us the evidence."
