It's standard in journalism. Even with video proof, unless someone has been convicted of a specific crime, it's always "alleged" or something to that effect. If a newscaster actually factually stated "the suspect has done xyz" and the charges are dropped or they beat the case, they can turn around and hit the station for defamation of character.
Something comes over these dudes in that moment that makes them willing to risk it all. A deputy saw my friend's daughter's 15 year old butt through the window at a restaurant and just had to walk in and touch her ass. He had to know there were cameras. I think he got paroled last month.
