It's fine I guess. I don't know about forcing schools to have a certain percentage of their student body be black though. That can be problematic for the school and the students.
Some parts are cool but his plan if ever enacted (which it wont) would fail...
Wheres the income coming from? Unless you have stable income (or massive govt securities), those loans are going to be risky no matter what...thats why the 07/08 financial crisis hit black people so hard. Plus disposable income helps black businesses.
Any talk of a "plan for black america" has to start with job production and wage growth imo.
