Chauvin being sent up after the fact is all well and good, but at this point, but when is the system going to be held accountable?

The DoJ is considering charging Chauvin over another case. It's not like the video for that case just popped up out of nowhere. The police leadership had it and decided not to do anything with it. Why aren't they being punished? Maybe if they had done their jobs and gotten rid of Chauvin back then, Floyd would still be alive right now.
 
I thought after the verdict is reached they can speak freely
Maybe I used the wrong word. But aren't they banned from watching the news/media while they're hearing the case so they aren't influenced by outside opinions? If so, why are ppl saying the jury was intimidated if they didnt see anything?
