My deciding factor came down to how many years within the 5 were they #1. 97 is clear for BB, 96 is clear for DR.

98-00 you can argue Roc, aftermath and RR ran those years.

92-95 can be argued DR ran all of those years.

hell u could argue this is why they even had an east coast vs. west coast beef
